Her hero power is so incredibly situational, she basically starts without one, and it shows painfully. Settlements are rare as it is, but terrorized ones? I have player around 3 dozen matches, and only twice did i see that cards that make them terrorized. The King's declaration that makes them so came up only twice also.
Banes usually spawn far away, and are killed by king's guards or other heroes almost immediately. Cub's blood and the other card that summons banes to selected tiles, i drew once each.I would love Scarlet to be good, I love foxes immensely. But her hero power is basically nonexistent. Problem is even if she somehow had free 3 followers in every game it still wouldn't even be that amazing.Imagine that THE BEST that you would ever do with the hero isn't even that good, and it doesn't matter that it's hard to get followers, it's just not a good trait full stop.Followers aren't as good as items.
Most of them are really situational and sometimes you will go whole game without once using their power. What's the 'worst' item anyway? Cheap sword that gives +1 dice or fight? Even that will work for you ALL THE TIME as you play. Imagine drawing a miner. You easily might as well never want to step into a mountain to begin with.
Now if you have a ring, or boots or AP bonus to pass over mountains then sure, you might want to end your turn there once in a while, and hey one gold + defence isn't suddenly too bad. But pretty much ALL followers are so damn situational.
Imagine someone had an ability to get a sword for free, you probably wouldn't even think that ability is good. Now her ability is easily worse, even. I'll repeat, you might as well get 3 followers in the very beginning of the game and end up not seeing their usefulness once, depending on the draft. Considering how rare the trait triggers the possibility of it giving you jack shit is unacceptable. You need to guarantee it's minimal profit.A second facet of the problem is that followers are designed to be more or less useful for different heroes.
Thane will probably never really need a magical follower, but will love a battle one. But another hero will groan at getting a battle one wishing it was magical. But Scarlet will stay Scarlet. It basically means a certain part of follower roster is guaranteed to be a sub optimal draw even if the follower itself is ok becuase some other heroes use it.Maybe if you could pick followers manually it would suddenly make it much more interesting ability?
Not a full list of all possible followers even, but at least Sargon-style 3 card choice of random followers?It feels a bit strange but maybe she has a crowd/gang that cheers her on city's liberation that she can coldheartedly pick from for her revolutionary cause. And you will be able to actually see which one are more likely to be useful in your situation.
I don't believe it would make pick of certain followers much more likely than others, I think they are balanced well considering pretty much all of them are really situational and they don't have clearly superior versions that items have.
